BDW supports LA Metro’s development of a TDM strategy that feels relevant to real life in Los Angeles and practical enough to guide decisions, funding, and delivery.
Working with the project team, we led the development of Moving People Forward: The LA Metro TDM Strategy, framing TDM as a demand-side discipline focused on helping people get more done with fewer car trips.
The strategy sets a clear throughline from Metro’s Vision 2028 goals and the LA28 opportunity to a coherent delivery framework built around three “big moves” that make the work scalable, and five focused initiatives that focus effort where it matters most.
We also created an executive summary and funding strategy that translates the full strategy into a clear investment story. This gives Metro and partners a shared language for why these projects matter, what they enable, and how resourcing the right mix of programs and systems can compound impact across the county.
Working closely with LA Metro, the strategy was used to secure a $10 million award to support priority programs in the lead-up to the LA28 Olympic and Paralympic Games.
